CNN —Palestinian civilians told to evacuate eastern Rafah by the Israeli military have described their fear and despair at being uprooted from their homes and shelters, as Israel airstrikes hit Gaza’s southernmost city. “We left because they distributed leaflets,” Mohammed Ghanem, a resident in eastern Rafah told a CNN stringer in the area on Monday. They are killing women and children.”Another woman from eastern Rafah said, “The Israelis sent us messages ordering us to leave. It is not only my feeling, it is everyone’s feeling.”Many of those leaving eastern Rafah have been previously displaced multiple times as Israel’s focus moved from city to city. A woman called Maha said Palestinian civilians were at the mercy of the Israeli military.

Security Council is expected to vote Tuesday on an Arab-backed resolution demanding an immediate humanitarian ceasefire in Gaza, which the United States announced it will veto. Algeria, the Arab representative on the council, put the draft resolution in a final form that can be voted on. Council diplomats, speaking on condition of anonymity because they weren’t authorized to speak publicly, said the vote will take place Tuesday morning. “For that reason, the United States does not support action on this draft resolution. The Security Council has adopted two resolutions on Gaza, with the U.S., Israel’s closest ally, abstaining on both.

Less than two weeks after bombs began raining down on the Gaza Strip, Ghada al-Kurd arrived in the southern city of Khan Younis. She had already been displaced three times, and hoped it would be her final journey to safety. Ms. al-Kurd, 37, speaking by telephone, said she, her sister, brother-in-law, and four nieces and nephews abandoned the tent they had been sharing “without taking anything with us,” and headed to Rafah, Gaza’s southernmost city. The order, which set off international alarm, is forcing the displaced people sheltering there, along with more than 200,000 of Rafah’s citizens, to weigh their next move. “I regret leaving Gaza City,” said Ms. al-Kurd, whose two daughters stayed behind in the north with their father.

Multiple airstrikes have been reported around the Rafah Crossing since the war started, including one on Tuesday. Located in Egypt’s north Sinai, the Rafah Crossing is the sole border crossing between Gaza and Egypt. That has left the Rafah Crossing with Egypt as the territory’s only entrypoint to the outside world. Israel then opened the Rafah Crossing, which it controlled until it withdrew from Gaza in 2005.
